Hirshabelle Commission for Refugees and IDPs Agency (HCRIA)

The Hirshabelle Commission for Refugees and IDPs Agency (HCRIA) is a public institution established to lead and coordinate responses for refugees, internally displaced persons (IDPs), asylum seekers, returnees, and migrants within Hirshabelle State.

HCRIA operates in accordance with national laws, regional policies, and international protection frameworks to ensure that vulnerable populations receive protection, humanitarian assistance, and access to durable solutions. The Agency works closely with government ministries, humanitarian and development partners, civil society organizations, and affected communities.

Our approach is people-centered, rights-based, and solutions-oriented, aiming not only to address immediate humanitarian needs but also to support recovery, resilience, and long-term development.
